Al Hail North and South, Muscat 2026: Area Guide to the Beach, Schools, Rents and Where to Buy

Short answer: Al Hail (الحيل, also spelt Al Hayl) is a pair of residential districts in Wilayat As Seeb, Muscat, on either side of the main coastal highway. Al Hail North (الحيل الشمالية) runs down to Al Hail beach; Al Hail South (الحيل الجنوبية) lies inland towards Al Khoud. Al Mouj is next door and the airport about 13 km by road. On our Bayut snapshot of 28 September 2026, a one-bedroom apartment in Al Hail typically asks OMR 135 to 215 a month, a two-bedroom OMR 190 to 425 and a four-bedroom villa OMR 605 to 650. Non-GCC foreigners cannot buy freehold in Al Hail, and it is not on the 2020 usufruct list. Freehold starts about 3 km away in Al Mouj, from OMR 140,000 in our listings, and about 15 km away in Sultan Haitham City, from OMR 61,635.

Listing portals treat Al Hail North and Al Hail South as one place. On the ground they are two districts with a six-lane highway between them, and the side you live on changes your walk to the beach and your school run.

Where Al Hail is: North, South and the highway between them

Al Hail is part of Wilayat As Seeb, the most populous wilayat of Muscat Governorate, with 594,155 residents in 2025 on NCSI figures. There is no official population figure for Al Hail alone, so we do not give one.

On OpenStreetMap, Al Hail North and Al Hail South are two separate administrative areas. Their shared border is the main coastal highway, shown on the maps as Al Seeb Street (شارع السيب). It is the old Route 1, three lanes each way, and it carries on east past the airport as Sultan Qaboos Street. The Muscat Expressway does not touch Al Hail; it runs further inland, beyond Al Khoud and Al Mawaleh.

  • Al Hail North is the seaward side, about 7.6 km² by our measurement of the map boundary. It runs from the highway down to the beach, with Dama Street along the shore and Al Rauda Street through the middle.
  • Al Hail South is the inland side, about 9.6 km². Mazoon Street and Al Khoud Street cross it, and the Al Hail Roundabout sits at its southern edge.

Neighbours. Al Mouj (The Wave) borders Al Hail North to the east. Al Mawaleh North, with Markaz Al Bahja and Al Muzn Mall, lies to the south-east. Al Mawaleh South lies below Al Hail South, Al Khoud is to the west, and Al Seeb Al Jadida (New Seeb) to the north-west. Muscat International Airport is about 7 km away in a straight line, beyond Al Mawaleh.

Addresses. Omani addresses use numbered blocks (مجمع, "complex"). On OpenStreetMap, Al Hail North covers complexes 312, 314, 316, 318, 320 and 322, and Al Hail South complexes 323, 325, 327, 329 and 331. If a listing gives a complex number, this tells you which side of the highway it is on.

What Al Hail is known for

We found little published history of Al Hail itself, so this section sticks to what is there today and can be checked.

  • Al Hail beach. The beach in Al Hail North is one of the busier free beaches in Seeb in the evenings. More on it below.
  • The Middle East Desalination Research Centre (MEDRC). An international research centre on desalination and water reuse, founded in 1997 as a result of the water working group of the Middle East peace process. The Oman Observer describes its facility as being in Al Hail, with a reverse osmosis pilot plant used for training. It is a research and training site, not a public attraction, and we could not confirm which side of the highway it stands on.
  • The Sultan's School. Founded in 1977 on a campus of about 250,000 m² in Al Hail South, from kindergarten to Year 13, offering the International Baccalaureate. It is one of the main reasons families look at Al Hail South.
  • The International School of Choueifat Muscat. Also in Al Hail South, open since November 2001 and on its present 38,636 m² campus since 2007.
  • Apollo hospital. An 80-bed private multi-specialty hospital in Al Hail North, with an emergency department.

Al Hail North and the beach

Al Hail North is the side most people mean when they search for the area, and the beach is the reason.

Al Hail beach. OpenStreetMap marks Al Hail Beach on Dama Street, in complex 318. It is a public sand beach rather than a resort beach. Times of Oman describes the Al Hail corniche as busy in the evenings, with football on the sand and families grilling by the water. It is livelier at night than the quieter stretch towards old Seeb town to the west, and Al Mouj's own managed beach starts to the east.

What we did not find. Several people ask about an Al Hail fishing harbour or Al Hail fish market. We found neither on the map or in official sources. For fresh fish, the nearest established market is at the Seeb fishing port in the old town, covered in our Al Seeb guide.

The streets. Behind the beach, Al Hail North is mostly villas and apartment buildings on a grid of numbered ways. Near the highway it turns commercial: hypermarkets, petrol stations, clinics, hotel apartments, and the Apollo hospital in complex 316.

From the beach to Al Mouj. The beach end of Al Hail North is about 3.4 km in a straight line from the Vistal site in Al Mouj, about 6 minutes by car. Al Hail is, in short, the ordinary residential district beside Muscat's best-known freehold community.

Al Hail South: schools, the health centre and the souq edge

Al Hail South has no beach and more schools. It sits between the highway and Al Mawaleh South, with Al Khoud to the west.

  • Schools. The Sultan's School and the International School of Choueifat Muscat are both here. OpenStreetMap also places Al Fawz International School in complex 323 and the Caledonian campus of the National University of Science and Technology on Al Marifa Street in complex 331.
  • Health. The Ministry of Health's Al Hail Health Center, the government primary care centre for the area, gives its location as "South Al Hail".
  • The souq edge. The Al Khoud souq streets around Al Barakat Street run over the line into Al Hail South: OpenStreetMap files some of those shop addresses under complex 327, Al Hail South. So a flat in western Al Hail South can be a short walk from the souq that our Al Khoud guide describes.
  • Parks and mosques. OpenStreetMap shows an Al Hail South park in complex 325, and mosques in most blocks, including the Othman bin Affan mosque in complex 323.

Shopping and daily life

Al Hail has no mall of its own. It has hypermarkets and corner shops, and the larger malls are a few minutes away.

On the Al Hail North side (from OpenStreetMap):

  • Nesto Hypermarket Al Hail, in complex 314 near the eastern edge.
  • Ramez Shopping Center and Ramez Market on Al Adiyat Street, in complex 320.
  • Smaller supermarkets along Al Rauda Street and Al Basateen Street, plus petrol stations from Shell, Oman Oil and Al Maha.

On the Al Hail South side:

  • A second Nesto Hypermarket on Al Surur Street, in complex 331.
  • Dubai Hypermarket and Al Hail Hypermarket, both in complex 325.
  • A Chinese goods market (السوق الصيني) beside the highway in complex 323.

Malls nearby. Markaz Al Bahja and Al Muzn Mall are just over the border in Al Mawaleh North. City Centre Muscat is in Al Mawaleh South, about 7 km by road and 7 minutes from the centre of Al Hail North. Al Mouj has its own shops and restaurants at the marina.

We did not check opening hours for any of these, so confirm before you make a special trip.

The Ministry of Health page lists separate weekend hours that are hard to read, so check before a Friday or Saturday visit.

Getting around: the airport, Al Mouj and drive times

  • The highway. Al Seeb Street, the old Route 1, is the spine. Heading east it becomes Sultan Qaboos Street and takes you past the airport towards Bawshar and Qurum. Junctions along the border between North and South connect both sides to it.
  • Inside Al Hail. Dama Street and Al Rauda Street serve Al Hail North; Mazoon Street and Al Khoud Street serve Al Hail South and lead to Al Mawaleh and Al Khoud.
  • Rain. Low streets flood after heavy rain. On 4 January 2022, Times of Oman reported that rescue teams freed five people stranded in water in Al Hail North. If you rent or buy, ask how the street coped in past storms, and do not drive through standing water.

Drive times. Measured with OSRM routing on OpenStreetMap on 6 October 2026, from the centre of each district, off-peak. Add time at rush hour, especially heading east in the morning.

The airport is only about 7 km away in a straight line, but the road loops round the airfield to the terminal, so allow extra time in traffic. For Qurum, see our Qurum area guide.

Apartments and villas for rent in Al Hail

These are asking rents from our snapshot of every monthly Bayut Oman rental listing in Muscat on 28 September 2026: opening prices, not signed contracts, with furnished and unfurnished homes mixed. We show the middle half of listings (25th to 75th percentile) in OMR a month, with the number of listings (n), and no range where fewer than 7 were listed.

Bayut does not split North and South. All 53 Al Hail listings on the day were filed simply as "Al Hail", so the table covers both sides of the highway together.

What stands out:

  • The apartment samples are small. Seven to nine listings per bedroom count is thin. Our Seeb guide waited for at least 10 listings and so showed Al Hail apartments as "too few"; here we publish them, but treat them as a rough guide.
  • Three-bedrooms ask less than two-bedrooms. The median three-bedroom asked OMR 180 against OMR 330 for a two-bedroom. That is a small-sample quirk, not a rule: four of the nine two-bedrooms were furnished, and none of the eight three-bedrooms was. A typical unfurnished three-bedroom of about 150 m² asked OMR 165 to 220.
  • Villas are tightly priced. Half of the 14 four-bedroom villas asked between OMR 645 and OMR 666, all unfurnished, most of about 300 m². That is a little above Al Mawaleh and Al Khoud, which fits a district near the beach and Al Mouj.
  • Al Mouj is a different market. A one-bedroom in Al Mouj asked a median of OMR 510, three times the Al Hail median of OMR 170, for a home about 3 km away.

On top of the rent, a Muscat lease is registered with the municipality for 3% of the contract's rent, and you pay electricity and water yourself. Our rent vs buy guide compares these rents with buying across Muscat.

Buying in Al Hail: who can own, and freehold next door

Omanis and GCC citizens can buy homes and land in Al Hail North and South. Omani buyers pay a 1% title transfer fee.

Non-GCC foreigners generally cannot. Under Oman's land rules, a foreigner from outside the GCC can own freehold only in Integrated Tourism Complexes (ITCs) and other approved zones, and neither Al Hail North nor Al Hail South is one. The usufruct scheme does not cover Al Hail. Ministerial Decision 357/2020 lets a foreign resident aged 23 or over, with two years in Oman, buy a usufruct (a right to use a flat for up to 50 years, renewable to 99) in buildings at sites the ministry selects. The October 2020 list for Seeb named Al Mawaleh South phase 5, Al Khoud phase 2 and Al Maabilah South phase 7. Al Hail was not on it, and we found no later list that adds it. The two nearest named sites, Al Mawaleh South and Al Khoud, both border Al Hail South; our Al Maabilah guide sets out the conditions. Confirm with the Ministry of Housing and Urban Planning before relying on it.

Freehold next door: Al Mouj. Al Mouj (The Wave) is an ITC with a 400-berth marina, an 18-hole golf course and about 6 km of waterfront. Its Vistal site is about 3 km in a straight line from the centre of Al Hail North, 3.5 km by road. Prices in our live inventory on 6 October 2026:

The St. Regis site is about 5.7 km from the centre of Al Hail North in a straight line, about 12 minutes by road. Our guides to Vistal, St. Regis Residences and Al Mouj prices go further.

To set the two side by side: a Vistal one-bedroom at OMR 140,000 equals about 23 years of the median Al Mouj one-bedroom asking rent of OMR 510 a month. That ignores service charges and vacancy, so it is no yield figure.

Cheaper freehold: Sultan Haitham City. Sultan Haitham City, an approved zone in Wilayat As Seeb launched on 31 May 2023 for about 100,000 residents, is about 15 km west of Al Hail in a straight line and 18 to 19 km by road. Since September 2025, an off-plan buyer there can apply for residence after paying 30% of the price. Entry prices on 6 October 2026, with each project's median price per square metre (price divided by the registered area):

Who Al Hail suits, and the areas next door

  • Families with children at The Sultan's School or Choueifat: rent in Al Hail South and the school run stays off the highway. A four-bedroom villa typically asks OMR 605 to 650.
  • Beach people on a budget: rent in Al Hail North, a few streets from the sand and 5 minutes from Al Mouj, for a fraction of Al Mouj rents.
  • Frequent flyers: the airport terminal is about 12 to 13 minutes off-peak from either side.
  • Omani or GCC buyers: both districts are open to you, for villas and plots as well as flats.
  • Foreign buyers who like the area: rent in Al Hail, buy freehold in Al Mouj next door or in Sultan Haitham City 15 km west. Al Hail itself is not open to foreign freehold or to the 2020 usufruct scheme.

Next door. Al Mouj, to the east, is the freehold community. Al Mawaleh, to the south and south-east, is the commercial heart of Seeb with City Centre Muscat and Markaz Al Bahja. We found no fishing harbour or fish market in Al Hail; the nearest fish market is at the Seeb fishing port.

How far is Al Hail from the airport and Al Mouj?

From the centre of Al Hail North, Al Mouj is about 3.5 km by road, around 5 minutes, and the airport terminal about 13.5 km, around 13 minutes off-peak. From Al Hail South it is about 5 km to Al Mouj and 13 km to the airport. Add time at rush hour.
