Qurum, Muscat 2026: Area Guide to Qurum Beach, the Park, the Mangroves, Rents and Where to Buy

Short answer: Qurum (القرم, also spelt Al Qurum or Qurm) is a coastal district of Wilayat Bausher in central Muscat, between Madinat As Sultan Qaboos and Mina Al Fahal. It is home to Qurum Beach and the Shatti Al Qurum (شاطئ القرم) beachfront, Qurum Natural Park, the protected mangroves of the Qurm Nature Reserve and Qurum City Centre. On Bayut on 28 September 2026, a one-bedroom apartment in Qurum typically asked OMR 275 to 425 a month and a two-bedroom OMR 350 to 475. Non-GCC foreigners can buy freehold only inside tourism complexes: the Mandarin Oriental residences in Shatti Al Qurum are one (we hold 0 units there), and a new Qurum Hills complex was signed in March 2026. The nearest freehold we sell is Muscat Bay, about 19 km by road, from OMR 138,000.

Most people who search for Qurum want the beach. Others want the park, a flat near the opera house or a family villa near the sea. Qurum covers all of that within a few kilometres, and it is the most listed rental area in our data.

This guide covers the district and its beachfront, the park and the mangrove reserve, landmarks, shops, schools and drive times, then asking rents by bedroom from every Bayut listing on 28 September 2026, who may buy here, and live prices on 6 October 2026 in the freehold zones a foreign buyer can use.

Where Qurum is and what it includes

Qurum sits on the coast of central Muscat in Wilayat Bausher, Muscat Governorate. Two official sources this year place it there: the Foreign Ministry's March 2026 report on the Qurum Hills agreement, and a Royal Oman Police Coast Guard report from Qurum Beach in August 2026. OpenStreetMap agrees. Some online encyclopaedias still list Qurum under Wilayat Muttrah; we follow the official wording.

Neighbours. Madinat As Sultan Qaboos and Al Khuwair lie to the west, Ruwi and Al Wutayyah to the south-east, and Mina Al Fahal, the oil port, to the east. Sultan Qaboos Street runs through the district.

Population. NCSI counts people by wilayat, not by district: Wilayat Bausher had 445,240 residents in 2025. There is no official figure for Qurum alone.

The parts of Qurum. Locals use more names than the map does. On OpenStreetMap, Qurum (القرم) is the main district, Qurum Heights (مرتفعات القرم) is the hill and the coast road above the beach, and Ras Al Hamra sits inside Mina Al Fahal. "Shatti Al Qurum" is the everyday name for the beachfront strip to the west, where the Mandarin Oriental stands; it is not a separate area on the map.

Qurum Beach and Shatti Al Qurum

Qurum Beach (شاطئ القرم) is a long, open sand beach facing the Gulf of Oman. On OpenStreetMap it runs west from the Qurum Heights headland, where the Crowne Plaza sits, towards Shatti Al Qurum, about 2.5 km in a straight line from the centre of the district. The coast road, Beach Street (شارع الشاطئ), runs behind it.

What it is like. This is a city beach, not a resort. Behind the sand are low dunes and, in the middle stretch, the protected mangrove lagoon of the nature reserve, so you will often see wading birds along the shore. It is a place to walk and sit by the sea as much as to swim.

Shatti Al Qurum. West along the shore is the Shatti Al Qurum beachfront, with hotels, embassies and large villas. The Mandarin Oriental, Muscat, which opened on 3 June 2024, sits on this stretch with 150 rooms and suites and 156 private homes.

Parking and cafes. We found no official list of car parks, parking rules or cafes for the beach, so we do not name any. Plan to park along Beach Street or near the park, and check the signs, because Muscat Municipality runs paid parking in many busy areas.

Swimming and safety. We found no official notice of lifeguards or of a flag system at Qurum Beach. The water is open sea, and it can turn rough. In August 2026 the Royal Oman Police Coast Guard rescued three people near Qurum Beach after their kayak capsized. Swim close to shore, never alone, keep children within reach, and stay out of the water when the sea is up or the police warn of high waves.

Best times. Early morning and the hour before sunset are the pleasant times for most of the year. Summer middays are very hot and the sand gets uncomfortable. Expect it at its busiest on weekend afternoons and public holidays.

Qurum Natural Park (حديقة القرم)

Qurum Natural Park (متنزه القرم الطبيعي), which most people call Qurum Park, lies just inland from the beach on Qurum Street, run by Muscat Municipality. It is built around a lake, with lawns, paths and children's play areas.

Events. The park is one of the main venues for Muscat Nights, the winter festival. Oman Daily counted about 40,000 visitors in five days during the January 2023 edition, with laser and drone shows, food stalls round the lake and a cinema hall.

Closures. After the January 2026 festival, the municipality closed Qurum Park and Al Amerat Park on 2 February 2026 for maintenance, and Times of Oman reported both open again from 17 February. Expect short closures like this around the festival each year.

What is planned. Invest Oman lists a Muscat Municipality project to link Qurum Natural Park, the nature reserve and Qurum Beach Road into one destination, with better green space, fewer surface car parks and facilities for sport and culture, at an estimated capital of OMR 25 million. It is an investment offer for a private partner, not a signed contract.

Size and opening hours. Published figures for the park's size disagree, and some mix the park up with the reserve, so we give none. The same goes for opening hours: travel sites list different times. Check Muscat Municipality's channels before a visit, especially in winter and after rain.

Qurum Nature Reserve and the mangroves

The name Qurum comes from qurm, the local word for the grey mangrove (Avicennia marina). The district grew up around a small estuary where Wadi Aday reaches the sea, and that estuary is now the Qurm Nature Reserve (محمية القرم الطبيعية).

When it was protected. Royal Decree 38/1975 of 10 September 1975 first declared an area of Qurum a protected place, under police supervision, with building only by permission. In April 2013 the reserve became Oman's first wetland on the Ramsar list of internationally important sites.

What it protects. The Ramsar listing covers 106.8 hectares of the lower reserve and calls it one of the largest natural mangrove areas on the east coast of the Arabian Peninsula. The site supports more than 40 fish species, 194 bird species, 27 crustaceans and 48 molluscs, and holds traces of fishing settlements more than 4,000 years old. The Ramsar file adds that the mangroves help protect the city from tropical storms and cyclones, steady the shoreline and hold back storm water.

Visiting. We found no published visiting rules for the reserve itself, and the 1975 decree puts access under police supervision. Most people see the mangroves from the beach side and from the park, and early morning is the quiet time for birds. The Ramsar file mentions plans for a visitors' centre; we found no opening date.

Landmarks: the opera house, the Mandarin Oriental and PDO

Royal Opera House Muscat. Oman's opera house opened on 12 October 2011 with Puccini's Turandot and seats about 1,100. Most people place it in Shatti Al Qurum; on OpenStreetMap it sits just south of the beachfront in Hay As Sarooj, about 5 km by road from central Qurum. It stages opera, concerts and Arabic and international music and theatre; check its programme for the season.

Mandarin Oriental, Muscat. The hotel opened in June 2024 with 103 rooms and 47 suites. Its residential part, The Residences at Mandarin Oriental, has 156 homes and was approved as an Integrated Tourism Complex in 2023, so foreigners can own there; see the buying section below.

PDO, Mina Al Fahal and Ras Al Hamra. Petroleum Development Oman, the country's main oil producer, is based at Mina Al Fahal on Qurum's eastern edge, next to the Oman Refinery Company's refinery. The PDO housing and leisure area just west of it is still known as Ras Al Hamra. It is a company community rather than an open rental market.

Shopping, cafes and daily life

Malls. Qurum City Centre, opened by Majid Al Futtaim in October 2008, is the district's mall: about 75 shops on 20,600 m² with a Carrefour hypermarket and parking for about 1,200 cars. Al Araimi Complex is on Qurum Street, the district's main shopping street.

Cafes and restaurants. You will find cafes on Qurum Street and around the malls, more along the seafront, and hotel restaurants at the Crowne Plaza and the Mandarin Oriental. We do not list individual cafes; they open and close too often to be useful in a guide.

Daily life. Flats outnumber villas: 91 of the 130 Qurum rentals on Bayut in our snapshot were apartments. Ruwi, the old commercial centre, is about 7 km and 7 minutes by road.

Schools and hospitals

Schools. Muscat International School, a British-curriculum school now part of the Amity group, is on Qurum Street; it was the first in Oman to offer IGCSE and A-Levels, and our schools page lists fees of about OMR 3,680 to 7,500 a year. The British School Muscat is in Madinat As Sultan Qaboos next door, and The American British Academy is in Al Ghubrah, a short drive west. Hospitals. Khoula Hospital, a government hospital, is in Al Wutayyah on Qurum's south-eastern edge, and the Royal Hospital is in Al Ghubrah South, about 12 km west in a straight line. For private clinics, ask your insurer for its approved list.

Getting around: roads and drive times

  • Roads. Sultan Qaboos Street runs along the south of Qurum, west to the airport and east to Ruwi and Muttrah. Qurum Street and Qurum Heights Road lead up to the beach, the park and Ras Al Hamra.
  • Drive times. Measured with OSRM routing on OpenStreetMap on 6 October 2026, from the centre of Qurum, off-peak. Sultan Qaboos Street is busy at rush hour, so add time then.

The airport shows longer than Al Mouj because of the route the server picks to the terminal. Add time at rush hour for every trip.

Apartments and villas for rent in Qurum

These are asking rents from our snapshot of every monthly Bayut Oman rental listing in Muscat on 28 September 2026: opening prices, not signed contracts, furnished and unfurnished mixed. We show the middle half of listings (25th to 75th percentile) in OMR a month, with the number of listings (n), and no range where fewer than 7 were listed. Bayut files all of Qurum, including Shatti Al Qurum and Qurum Heights, under one name, so the parts cannot be split.

What stands out:

  • Qurum is the busiest rental market in Muscat. It had 130 listings, more than any other locality, 91 of them apartments.
  • It is the priciest area for villas. The four-bedroom median was OMR 1,300, against OMR 850 in Madinat As Sultan Qaboos and about OMR 665 across Muscat. The range is wide because beachfront villas sit in the same bucket as older houses inland.
  • Flats are dear, but not the dearest. The one-bedroom median was OMR 350 for about 75 m², against OMR 385 in Muscat Hills, OMR 510 in Al Mouj and about OMR 250 across Muscat. Two-bedrooms asked a median of OMR 400 for about 110 m². Many listings are furnished, which lifts the asking price.
  • Three-bedroom flats are a small sample. Only 7 were listed, so treat OMR 410 to 830 as a rough guide.

Buying in Qurum: who can own, and freehold nearby

Omanis and GCC citizens can buy homes and land in Qurum like anywhere else in Muscat. Omani buyers pay a 1% title transfer fee.

Non-GCC foreigners generally cannot buy in ordinary Qurum streets. Under Oman's land rules, a foreigner from outside the GCC can own freehold only in Integrated Tourism Complexes (ITCs) and other zones the ministry approves. Our ITC rules guide covers the law, the 3% fee foreign buyers pay and the owner residence visa. Two exceptions sit in or next to Qurum:

  • The Residences at Mandarin Oriental, Shatti Al Qurum. In March 2023 the developer, Eagle Hills Muscat, announced that the residences had been approved as an ITC, so foreign buyers can own there. The hotel opened in June 2024 and the project has 156 homes. We hold 0 available units there, and we have no reliable current price list, so we quote none.
  • Qurum Hills (تلال القرم). On 3 March 2026 the Ministry of Heritage and Tourism signed a development agreement with Suruh Al Qurum Real Estate for an ITC in Qurum: about 165,000 m², an estimated OMR 230 million, built in phases over 15 years, with two four-star hotels of more than 400 rooms, indoor sports and games, shops and freehold homes for Omanis and non-Omanis. The exact plot and a sales date had not been published when we checked.

The usufruct scheme does not cover Qurum. Ministerial Decision 357/2020 lets a foreign resident aged 23 or over with two years in Oman buy a long right to use a flat at sites the ministry selects. The list for Wilayat Bausher named in October 2020 was Bausher phases 1 to 3, Al Khuwair phase 2, Al Wutayyah phase 2, Ghala Heights phases 1 and 2 and Al Misfah phase 2. No Qurum or Shatti Al Qurum site is on it, and we found no later list.

Freehold nearby. The ITCs where we hold live stock are all a 20 to 30 minute drive away. Measured from the centre of Qurum with the same coordinates as our drive times, Muscat Bay is about 16 km in a straight line, Yiti about 19 km, Muscat Hills about 20 km and Al Mouj about 24 km. To put the tables side by side: an Aida one-bedroom at OMR 85,971 costs about 20 years of a typical Qurum one-bedroom asking rent of OMR 350 a month. That ignores service charges and vacancy, and compares an ITC flat on the coast with a city flat, so it is no yield figure. Our unit search lists every available unit.

Next door. Madinat As Sultan Qaboos, to the west, is mostly villas (58 of its 67 Bayut listings), with four-bedroom asking rents well below Qurum's. Where is Qurum Beach and is it safe to swim?

Qurum Beach is the long public beach on the coast of Qurum in Wilayat Bausher, running from the Qurum Heights headland west towards Shatti Al Qurum, with the mangrove reserve behind its middle stretch. It is open sea with no lifeguard or flag system we could confirm. Swim near the shore, never alone, watch children closely and stay out when the sea is rough; the Coast Guard rescued three kayakers there in August 2026.

Which wilayat is Qurum in?

Wilayat Bausher, in Muscat Governorate. The Foreign Ministry's report on the Qurum Hills agreement in March 2026 and a Royal Oman Police report from Qurum Beach in August 2026 both place Qurum in Bausher, and OpenStreetMap agrees. Some websites still say Muttrah, which is the neighbouring wilayat to the east around Ruwi.

What is Qurum Natural Park?

A large municipal park on Qurum Street, inland from the beach, built around a lake with lawns, shaded paths and play areas. Muscat Municipality runs it, and it hosts Muscat Nights each winter. It closed for maintenance on 2 February 2026 and reopened on 17 February. Check the municipality's channels for current opening hours.

How much is rent in Qurum?
