Oman Electricity and Water Bill 2026: How to Check and Pay, Tariffs and What a Home Costs to Run

Short answer: In Muscat and every governorate except Dhofar, your electricity bill comes from Nama Electricity Supply Company (Nama Supply) and your water bill from Nama Water Services; in Dhofar both come from Nama Dhofar Services. Check and pay with the account number on your bill in the Nama Services app, on namaservices.om, in the Khedmah app, in your bank's app or on the 1011 phone line (water: 1442, Dhofar: 80077700). A basic residential account pays 14 baisa per kWh for the first 4,000 kWh of the month, the same for Omanis and expats. Water costs 0.770 rial per cubic metre for expats (0.660 for Omani citizens with two accounts or fewer), plus a sewage fee of 2.100 rials a month. Bills jump in summer because of air conditioning, and in 2026 the regulator cut residential rates by up to 20% from May to August.

People searching for "water bill Oman" or "Oman electricity bill" usually want one of two things: to pay this month's bill, or to know what running a home here will cost before they move, rent or buy. This guide answers the first with the official channels and tariffs, then the second: what utilities cost in an apartment or a villa, who pays them, and how to open an account.

Every rate comes from the supply companies or the regulator, read on 30 September 2026. Where an official page is out of date or silent, we say so. One rial is 1,000 baisa.

Who sends your electricity and water bill in Oman

Power and water utilities belong to the state-owned Nama Group, and the name on your bill depends on where you live:

Older guides still name the Muscat Electricity Distribution Company, Mazoon or Majan for electricity, and Diam or Haya Water for water. Those bodies were folded into today's structure; Nama Water Services was set up by Royal Decree 131/2020.

How to check and pay your electricity bill

For electricity bill payment in Oman, or to check a Nama electricity bill, Nama Supply lists these channels:

  • Nama Services app (iOS and Android), for all governorates except Dhofar: view bills and consumption, pay postpaid bills, recharge prepaid meters, set up automatic payment.
  • namaservices.om, the e-services portal, where you can see current and past bills, plus the customer portal at oss.nama.om.
  • Khedmah app, which pays bills from Nama Supply, Nama Dhofar Services and Nama Water Services with just the account number.
  • The ONEIC app, local bank apps, cash deposit machines and the 1011 phone line.

To receive bills by SMS, register your mobile number with 1011. Your account number is printed on every bill; if you have just moved in, ask the landlord or seller for the last one.

Prepaid meters. You buy a recharge code in the apps, at Nama outlets, at payment machines or at Khedmah and ONEIC branches, then enter it on the meter's display unit: press *, type the digits, press #, and the screen shows ACCEPTED. Press 11 to see the balance. Prepaid meters use the same tariff as postpaid ones.

Dhofar has its own NAMA Dhofar Services app for electricity, water and wastewater, including payment without logging in. Khedmah also pays Dhofar bills.

How to check and pay your water bill

Outside Dhofar, Nama Water Services has an e-services portal with Top Up and Pay Bills and prepaid water meter services, and a Nama Water app that shows your bill, statement and payment history. Khedmah pays water bills too, and the call centre is 1442. Meters are read about every 30 days, and wastewater charges appear on the same bill if your home is connected to the public sewer network.

If a water bill looks too high, Nama Water's first advice is to check for a leak: close every tap and watch the meter. If it keeps turning, water is escaping somewhere, often underground, in a wall or near the roof tank.

Electricity tariffs in 2026

Residential electricity is charged in monthly bands. The rate depends on how many accounts are linked to your Civil ID or resident card, not on nationality:

Three rules decide your column:

  • Up to two accounts per person get the basic tariff, whether you are a citizen or a resident. With more, the two highest-consuming accounts get it automatically.
  • An account not linked to your ID pays the additional tariff. This is the newcomer's trap: an account left in the previous occupant's name costs 22 baisa instead of 14.
  • The National Subsidy is for eligible Omani citizens only, on one account, by application on nss.gov.om or at a Sanad centre.

These rates come from the regulation published at the end of December 2024 and apply from January 2025. Nama Supply's tariff page, although its menu says 2026, still showed this table on 30 September 2026, and Nama Dhofar Services publishes the same figures. We found no new residential rate for 2026; instead the regulator, APSR, cut summer bills.

Background. In December 2020 the government announced it would redirect utility subsidies between 2021 and 2025, towards cost-reflective tariffs, with direct help for eligible citizens through the National Subsidy System. Electricity has since moved to a tariff based on the number of accounts; water still separates citizens from non-citizens.

VAT and municipality fees. In April 2021 the government said it would bear the 5% VAT on electricity and water for citizens with two residential accounts or fewer, so expats should expect VAT on the bill. In Muscat Governorate a municipality fee is also added to the electricity bill under Local Order 1/2003. We found no official page stating its amount, so read it off your bill.

Water and sewage tariffs in 2026

Nama Water Services publishes these residential tariffs:

The page gives no unit for the 0.154 wastewater tariff and does not say which homes pay it, so check the wastewater line on your own bill. In Dhofar, Nama Dhofar Services charges 0.660 rial per m³ with two accounts or fewer and 0.770 above that, with no nationality split. It also quotes about 3 and 3.5 rials per 1,000 gallons; one cubic metre is about 220 imperial gallons.

Why your bill jumps in summer

Nama Supply's explanation: heat makes air conditioners work harder, especially when set to 18 or 20 degrees instead of about 23, and other appliances also draw more power in hot months. That is why the same home can pay far more in July than in January. Three things soften it:

  • The APSR summer reduction. On a basic residential account, the first 4,000 kWh cost 15% less in May 2026 and 20% less in June, July and August. The second band got 10% and then 15% off, and the band above 6,000 kWh 5% and then 10%. Companies were also told not to disconnect homes for arrears in those months and to offer instalments.
  • Thabit, Nama Supply's fixed-payment service: the same amount every month, based on your average over the last 12 months, with any difference spread over the following year. Sign up in the Nama Services app or on namaservices.om.
  • The thermostat. Nama Supply's own advice is to keep it near 23 degrees.

How this compares with the OMR 66 figure. Our cost of living guide budgets about OMR 66 a month for utilities in an 85 m² apartment. That figure is Numbeo's crowd-sourced data, not the tariff. On the official rates you reach it only at about 3,000 kWh plus 30 m³ in a month on a basic account (42.000 + 25.200 = 67.200 rials). A linked account with moderate air conditioning can pay much less; the additional tariff, VAT and the Muscat municipality fee push it up. Use OMR 66 as a cautious budget and your own bill as the real number.

Utilities in an apartment or a villa: who pays what

Tenants pay the utilities. Muscat Municipality's standard lease terms put electricity, water, sewerage and municipality charges on the tenant, as our rent vs buy guide explains. Ask for last summer's bill before you sign.

Utilities are not the service charge. In a freehold community you also pay an annual service charge, set by the developer for each project and priced per square metre, for the shared areas and services. It is separate from what Nama bills. Before buying, ask whether the project's electricity and water are billed directly by Nama or through the community.

Size changes the kWh, not the rate. A studio and a five-bedroom villa pay the same 14 baisa on a basic account; what differs is how much space you cool. In our current inventory that runs from a 56 m² studio at Wadi Zaha for OMR 61,635 and a 151 m² two-bedroom sky residence at Yenaier for OMR 86,347, to a 230 m² three-bedroom townhouse at Hay Al Wafa for OMR 149,500 and a 430 m² five-bedroom villa there for OMR 242,000. A large villa in July is the kind of home that can pass 4,000 kWh and pay 18 baisa on the extra units.

Owners of several homes: mind the two-account rule. Keep three accounts in your own name and the third pays 22 baisa. When a tenant links the account to their own ID with an attested lease, Nama Supply says the tenant gets the basic tariff, provided they hold two accounts or fewer.

Opening or transferring an account when you buy or rent

Linking the account to your ID is what gets you the basic tariff, so do it in your first month:

  1. Documents. Owner: copy of the title deed, the krooki (site plan) and ID. Tenant: tenancy agreement attested by the municipality and ID. Employer housing: a letter from the employer and the employee's signed undertaking to pay.
  2. Submit on namaservices.om or at a Sanad service centre. Nama Supply updates the account within a month, corrects the tariff back to the day you applied, and confirms by SMS.
  3. Water outside Dhofar: for a change of owner or details, visit a Nama Water customer service office with your ID and the municipality and ownership papers. To close an account, request a final meter reading and settle the balance.
  4. Old balances. Ask the seller or landlord for the last paid bills for both meters so you do not inherit arrears.

Deposits. We found no residential security deposit amount on the Nama Supply, Nama Water Services or Nama Dhofar Services websites. If one is requested, get a receipt and ask how it is refunded.

A brand-new building pays connection fees once: Nama Water lists 200 rials plus 10 rials VAT for a residential water connection and the same for wastewater. In an off-plan project, ask the developer who pays them and whether they are in the price.

Utilities in the running cost of owning a home

Once you own a home in Oman, the recurring costs are short: the community service charge, electricity and water, and insurance if you take it. There is no annual property tax; the main one-off cost is a registration fee of about 3% for a foreign buyer.
